Location

The land is located off the A674 Millennium Way and whilst it sits as a self-contained development parcel, it is part of a proposed wider mixed use development at Botany Bay.

Junction 8 of the M61 provides quick and easy access to the regional and national motorway network via the M6 and M60 and therefore offers easy commuting to Manchester, Bolton or Preston by car.

Chorley town centre is located within a mile of the site, which has a variety of retail, leisure and cultural facilities including a Booths supermarket; a strong selection of national retailers and restaurant chains and the historic Chorley Covered Market. The council have recently agreed a £16m package of improvements to the town centre which will deliver a six screen cinema and a M&S foodstore.

The land has good public transport links in the form of regular bus services which pass the site and via Chorley rail station which links Manchester City Centre with Chorley with onward services to Preston, Carlisle and the Lake District.

The Site

The site extends to 16.56 acres in total and has a single access point from the A674 Millennium Way, access has been approved as a reserved matter.

The land is greenfield and has only previously been used for agricultural purposes. The land rises to the east up toward Blackburn Road, where the boundary is formed by high quality, low density housing on the opposite side of Blackburn Road. To the north of the site is a large residential farmhouse and outbuildings which sits outside the boundary of the site.

A series of further fields adjoin the southern boundary of the site, these are the subject of a separate outline application for 100 dwellings but sit outside of the land offered for sale. To the west is Millennium Way and then open countryside.

Planning

FI Real Estate have secured a resolution to grant outline planning approval (reference 17/00714/OUTMAJ) for the development of 188 units on 16.56 acres of residential land. The resolution to grant permission for the residential area was secured along with further applications which include for the development of retail, employment and other commercial uses on other parcels situated in close proximity, within the ownership of FI Real Estate.

Access details for the proposed residential development were submitted as part of the outline application, all other matters are to be the subject of future reserved matters approval. A financial contribution towards public open space will also be negotiated as part of a reserved matters application.

CIL is applicable and will be levied in accordance with the charging schedule which has been adopted by Chorley Borough Council. New dwellings are subject to a CIL charge, apartments are exempt.

The proposed development is well situated to provide access to a significant number of outdoor leisure attractions in Central Lancashire, the Fylde Coast and the West Pennine Moors.

VAT

The seller has elected to waive the VAT exemption and therefore VAT will be payable by the purchaser on legal completion in addition to the purchase price. The buyer will be provided with a VAT invoice to facilitate recovery of the tax.
